Jessie Hilliard, CFO, is responsible for all finance and accounting policies and operations, financial and management reporting, capital planning and budgeting, internal controls and compliance, treasury management, tax planning, and overall financial strategy. Additionally, she performs proposal pricing and drafts pricing narratives, oversees risk management, and assists the CEO in setting and driving the corporate strategy & infrastructure development. Jessie brings to ADV 15 years of experience working for small to mid-size government contractors of both national and global scale in the software development, biotechnology, healthcare, and environmental engineering industries, among others. Her experience spans closely held and publicly traded companies, as well as consulting and public accounting firms. Additionally, Jessie has extensive cross-functional knowledge integrating and optimizing Finance & Accounting, HR, Contracts, Business Development, Security, and Facilities. Her diverse experience includes serving as a Facility Security Officer (FSO); conducting PPQA audits as the internal auditor for a CMMI Dev Level III certified company; implementing and enhancing numerous accounting systems; administering complex technical accounting and tax matters surrounding revenue recognition, foreign currency translations, multi-company and subsidiary financial consolidations, and sale of major divisions; and complying with GovCon specific requirements including the Service Contract Act and Davis-Bacon Act regulations, incurred cost submissions, DCAA incurred cost and accounting system audits, and GSA audits. Jessie earned her B.S. in Business Administration from Mary Washington College and is a Certified Public Accountant (CPA) and a Chartered Global Management Accountant (CGMA). She is a member of the American Institute of Certified Public Accountants (AICPA) and the George Washington Society of Certified Public Accountants (GWSCPA).
