David S. Harris is Founder, sole owner and Managing Member of Advanced Decision Vectors LLC (ADV). By leveraging his strong vision, commitment to developing solid customer relationships, and investment in a reliable service delivery infrastructure, David has grown ADV to a company that now employees 100 people in seven U.S., plus two global, locations. The company has been ranked in the 16th percentile of the Fastest Growing private companies in America (2015) by Inc. Magazine, and nominated as a finalist for Government Contractor of the Year by the Small and Emerging Contractors Advisory Forum (SECAF) and, is well poised for future growth. Prior to founding ADV, David Harris was an accomplished Program Manager with Precision Communication & Technology (PCT), an information technology concern where he managed multi-million dollar contracts with DoD that provided services ranging from administrative assistance to Senior Subject Matter Experts in the field of Technology Development and Implementation. He also supported various programs including Special Inspector General for Iraq Reconstruction (SIGIR), Undersecretary of Defense (Policy) Coalition Affairs Multinational Operations (CAMO), Office of the Chief of Public Affairs (Army), and the Special Inspector General for Afghanistan Reconstruction (SIGAR). Additionally, he authored company policy on processes and procedures governing strategic acquisition plans, compliance with federal regulations, and teaming with partners to win DoD contracts. Mr. Harris put down roots in the Defense Contracting arena while working as an analyst for BCP International Limited where he was promoted to Project Manager after acquiring a highly sought-after agreement with the joint warfighter support agency Defense Information Systems Agency (DISA). Mr. Harris is a 2005 Cum Laude graduate of Norfolk State University with a Bachelor’s of Science degree in Marketing. He is a Masters of Science candidate at George Mason University in the School of Conflict Analysis and Resolution with an emphasis in Stabilization and Reconstruction. Additionally, he is a member of Kappa Alpha Psi Fraternity, Incorporated and a Board Member of the Kappa Foundation of Woodbridge, Virginia.
